Marriages in Sri Lanka (for Foreign Nationals) 

 

You are required to produce the following documents to the Divisional/District Registrar of the area where your marriage would take place:
 

  • Birth Certificates
  • Passports of both persons.
  • An affidavit signed by a solicitor/statutory declaration to confirm who you are and your present status (un-Married).
  • If divorced, a decree absolute.
  • If widowed, the death certificate of your late spouse and your previous marriage certificate.
  • If you have changed your name, a deed poll (including divorcees who have reverted to their maiden names).
  • If adopted, an adoption certificate.
  • If under 18 years of age, evidence of parental consent in the form of a statutory declaration.

All documents must be in English in case of foreign nationals and you must have been in Sri Lanka for at least four working days before the wedding can take place to allow time for completion of all paper work. (the exact length of time may vary).

Registration of Births Outside of Sri Lanka

  • The birth of the child should have taken place in the USA.
  • The father or mother of the child should be a citizen of Sri Lanka at the time of the child's birth.
  • The father or mother of the child (who is a Sri Lankan) can apply for the registration of the birth.

 

Forms to be downloaded as necessary

  • Citizenship 1 Form - (4 pages) - Application for Registration of a Birth outside Sri Lanka. (Ceylon)
  • Registration B-4 Form - (2 pages) - Declaration of birth within three months under section 16
  • Registration B-6 Form - (2 pages) - Declaration of birth after three months under section 24
  • Declaration of Citizenship - (1 pages) - Declaration of Sri Lankan parent/s of a child born outside Sri Lanka
  • Reason for Non Registration of Birth of a child outside Sri Lanka - (1 pages)
  • Form C (IM 35C) - (1 pages) - Application for inclusion of children
  • Consent letter by one parent to include a child in the other parents passports - (1 page)
  • Consent of the parents to issue separate passport for the child - (1 page)
  • Form K IM 35 - (2 pages) - Application data page and Declaration page
  • IM 35 B - (1 page) - Photo/Signature card
     

All incomplete applications will be returned and payment will not be refunded.

BIRTH | MARRIAGE | DEATH CERTIFICATES

 

 

If Birth, Marriage or Death Occurred in Sri Lanka

Application forms can be obtained:

  • From the Consulate General between 9.00 a.m. & 5.00 p.m.
  • By sending a self addressed, stamped envelope (9" x 6") with a request letter

Application for obtaining certified Sri Lankan Births/Marriages/Death certificates should be made directly to the:

You are required to provide all possible details in the application form especially the details of the Registrar, Registrar's Division and the Revenue District in which the Birth/ Marriage/ Death took place to enable them to locate your records. 
A Bank Draft or an International Money order for $30/- drawn in favour of 'The Registrar General of Sri Lanka' should be forwarded as the fee along with the application. Personal cheques are not accepted. 
Your postal address should be clearly indicated on the application. 


IMPORTANT: all correspondence with regard to an application made to the Assistant Registrar General should be done directly with the Registrar Generals Department in Colombo.


 

 

If the Birth or Death Occurred in USA and has been Registered at the Consulate General of Sri Lanka, Los Angeles

Application forms can be obtained:

  • From the Consulate General between 9.00 a.m. & 5.00 p.m.
  • By sending a self addressed, stamped envelope (9" x 6") with a request letter

The duly perfected application form should be forwarded to this Consulate General.
Payment:$30 per copy 

Other Information

  • Payment should be made in cash at the counter or by Postal Orders/Bank Drafts written in favour of the "Consulate General of Sri Lanka" if sent by post. Personal cheques and credit cards are not accepted.
  • All original certificates will be returned after perusal.
  • If the certificates and documents are to be returned by post, you should include $20 (if you are within the California State) and $25 (if you are outside the State) being the courier charges, at the time of submitting your application.
  • If the applicant is unable to come personally to this Consulate General to collect the Certificate/ documents, he/she may authorise another person, in writing. The person who comes for collection of documents should produce his identity and the original receipt issued by this Consulate General.
  • All incomplete applications will be returned and payment will not be refunded.

 

 

"No Objection" Certificates

Application for Certificates of "No Objection" should be forwarded as per specimen provided, together with copies of the picture, visa, endorsement and alteration pages of the passport. 

Applicants are required to obtain a Case File number from the US Department of State and inform same to the Sri Lanka Embassy in Washington DC. 

The United States Department of State website: this site provides instructions on the procedure to obtain a case file number. 

As the Waiver Review Division of the Department of State has requested that "No Objection" Certificates be forwarded via Federal Express due to the threat of Anthrax, applicants should send a Money Order / Certified Cheque for US $ 20.00 in favour of "Embassy of Sri Lanka". Personal cheques will not be accepted. 
Certificates of "No Objection" are issued by the Controller, Immigration & Emigration in Colombo, and the process may take up to 3 months. 



Notes

  • The Sri Lanka Embassy is not responsible for any document lost in the mail.
  • Submission of forged documents and making false declarations relating to citizenship is a punishable offence. 
  • Incomplete applications will be rejected.

 

 

 

Police Clearance Certificate

Sri Lankans living in the USA may submit their applications for a Police Clearance Certificate to the Consulate General to be forwarded to the Inspector General of Police in Sri Lanka. 

The application should be submitted to this Consulate General with $30 (in cash or by money order/cashiers cheques in favour of 'Consulate General of Sri Lanka') along with a letter stating the reason for requesting the Police Certificate. An $11 fee is also applicable to police clearance certificates. 

On receipt of the completed application and the Cash, Money Order/Cashiers Cheque, it will be forwarded to the Deputy Inspector General of Police (Administration) of the Police Headquarters, Colombo 01, Sri Lanka who would issue the Certificate of Clearance after verifying the details of the applicant from the respective Police Stations etc. 

Upon receipt of the Police Clearance Certificate, it will be sent to the applicant by post or it can be collected from the Consulate General. 
 

 

 

Authentication & Attestation of Documents

Please hand over original document(s) which needs to be authenticated or attested to the Consulate General during the consular hours. 


$30 will be charged for following type of documents:

  • Legalisation of document
  • Affidavits
  • Power of Attorney

Registration of Deaths Outside of Sri Lanka

 

​This Mission will issue Death Certificates to Sri Lankan Nationals / Dual Citizens (Sri Lanka and any other country) only. 

Application forms (Form Registration - B 11) can be obtained:

  • From the Consulate General between 9.00 a.m. & 5.00 p.m.
  • By sending a self addressed, stamped envelope (9" x 6") with a request letter

You are required to submit the following documents for Registration of Deaths of Sri Lankan nationals who have passed away outside Sri Lanka (USA):

  • Duly perfected application – [Form Registration (B 11)]
  • Passport of the deceased issued by the authority of Sri Lanka (held by the deceased at the time of his/her death).
  • Death Certificate issued by the authority of country where the death occurred (USA) and a copy of same.
  • Dual Citizenship and Naturalisation Certificates (for Dual Citizens only).
     

Payment: $30
